Ukraine Is Running Out of Patriot Interceptors, and Russia Is Exploiting It

Ukraine intercepted zero of the 23 ballistic missiles Russia fired in early July. The Iran war has drained a third of the global Patriot stockpile, and Kyiv is paying the price.

Ukraine Is Running Out of Patriot Interceptors, and Russia Is Exploiting It

Ukraine's air force reported a number that should alarm anyone tracking the war's trajectory: during a Russian missile strike on July 5-6, Ukraine intercepted zero of the 23 ballistic missiles fired at it. Every one hit its target. A few days earlier, on July 1-2, the results were nearly identical — none of 24 incoming ballistic missiles were shot down. Ukrainian officials say the cause isn't a sudden Russian breakthrough in missile technology. It's that Ukraine has effectively run out of PAC-3 Patriot interceptors, the primary weapon capable of stopping ballistic missiles before they land.

A shortage years in the making, now fully arrived

Ukrainian Air Force data indicates the country was critically short on PAC-3 interceptors by June and had essentially exhausted its supply by July 1. The consequence has been a sharp deterioration in Ukraine's ability to defend its cities against the exact category of weapon — ballistic missiles — that Patriot systems were specifically built to counter. June 2026 already registered as one of the deadliest months of the war for Ukrainian civilians, with preliminary UN and OHCHR figures putting the toll at 265 killed and 1,816 injured from Iskander-M and other Russian strikes, even before the interceptor shortage reached its current severity.

The bottleneck isn't just Ukraine's — it's global

Part of what makes this shortage so difficult to reverse quickly is the underlying production math. Lockheed Martin manufactures only around 500-600 PAC-3 missiles annually — a production rate built for a world with far fewer simultaneous high-intensity conflicts drawing on the same limited supply. The Iran war has compounded the problem directly: US and allied forces have depleted an estimated third of the global Patriot interceptor stockpile defending against Iranian strikes, with Gulf states alone firing more than 1,100 interceptors in recent months. Ukraine and the Gulf are, in effect, drawing from the same finite pool of missiles that can't be replenished nearly as fast as either theater is consuming them.

Why this is a demand problem, not just a supply one

This is the uncomfortable strategic reality underneath the shortage: it's not simply that Patriot production needs to scale up, though it does. It's that two active, high-intensity conflicts are now competing for the same specialized, slow-to-manufacture weapon system at the same time, and neither can be deprioritized without direct consequences for civilians on the ground. Every interceptor allocated to defending a Gulf military base is one that isn't available to defend a Ukrainian city, and vice versa — a zero-sum allocation problem that didn't exist when Ukraine was the only major conflict drawing on Western air defense stockpiles.

Ukraine's answer: build its own

Recognizing that Western supply isn't coming fast enough, Ukrainian defense firm Fire Point is developing a domestically produced interceptor called Freya, with initial test missiles expected by the end of 2026. Whether that program can mature quickly enough to offset the current gap is an open question — missile development and testing cycles typically run years, not months, and Ukraine needs a solution measured in weeks. Until either Freya proves viable or global Patriot production meaningfully outpaces the combined demand from Ukraine and the Middle East, Ukrainian cities are likely to remain more exposed to Russian ballistic missile strikes than at almost any prior point in the war.
